UK Athletics will require that all races on roads (including fun runs) will need a permit.
Races in Hertfordshire (as anywhere else) will need a road closure in place. This does not mean that all of the roads covered by the closure need to be closed all the time but the ability to close sections at the relevant time needs to be available. There can be a rolling road closure. There will be a charge of £25 for the road closure.
New standard road signs have been introduced to warn of running, cycling and walking hazards on the highway. The highways authority wish to be flexible on the introduction of these signs and the replacement of older 'Caution Runners' signs.
Clubs can provide their own signs, or share ownership, and there should be no further charges. The placement of signs can be done by race organisers, supervised by the holder of the City & Guilds qualification for 'Lighting, Signage and Guarding'. Other counties are more flexible in allowing clubs to erect signs once a closure order has been granted.
Risk assessments and race plans should be sent to the relevant highway and police authority contacts in advance. (Allow at least 6 months).
The permit authority should be made aware of safety comments from the highways authority and the police.
